QUIET DISPLEASURE AT BAYSIDE TAXI MOVE
At midnight on Wednesday January 6, the City of Cape Town finally closed the controversial taxi stacking area next to Bayside Mall along Blaauwberg Road to make way for roadworks and infrastructure associated with the Integrated Rapid Transit (IRT) system.
Taxis were relocated to a temporary loading area at Bayside Mall parking lot.
These bays are fenced in, there is boom access and place for 18 taxis at a time.
The overflow of taxis will be accommodated at the Potsdam Transport Interchange. The City’s transport department is providing radios to assist with communication between the temporary loading facility at Bayside Mall and Potsdam. A huge police presence was on site following the shut down, but it was without incident.
Despite the City’s claim that the move was preceded by months of consultation with the affected taxi associations and bus companies, taxi operators remain less than pleased with the move.
Blaauwberg Road was initially meant to be a drop off and go zone but it soon became a taxi stacking area that created a bottleneck of traffic at the intersection of Blaauwberg Road and the R27 (Otto Du Plessis Drive). Buses were forced to load passengers in traffic lanes and vendors claimed the sidewalks. Littering and the absence of ablution facilities added to the problem.
Media manager for the City, Kylie Hatton, said the City is responsible for the minibus taxi loading facilities and had the legal right to change the conditions of their operating licences.
She said the temporary loading site at Bayside Mall would remain during the construction phase of the IRT infrastructure.
"When the IRT system is operational the existing minibus taxis and scheduled bus industry will be incorporated into the IRT as operators for the IRT in the area."
Dunoon Taxi Association operators, who fall under the National Taxi Alliance (NTA), said at the temporary loading site at Bayside Mall that government is taking away their jobs.
They said commuters are confused and don’t know where to find them, as they are no longer visible. This will impact on their income, they said.
Frank Qotyiwe described being fenced in at the mall as being in "jail without bail".
Pointing to the armed police presence, he said the City is intimidating them.
"We are here without knowing what’s going to happen. We are just here now, but are not exactly sure what we are here for.
"What is our future? If they take this away what will be in its place?
"Where do we go from here? What are the alternatives? It feels like we are in jail with no bail."
Potsdam is situated too far from the pulse of their business, they said.
Chairman of the NTA for the Western Province, Mandla Mata, denied that the City has negotiated with them.
"If we meet, they don’t negotiate. They instruct. They tell us what to do. The roads are barricaded. We don’t like this, but will see how it works out," he said.
But chairperson of the Table View Ratepayers’ Association, Joy McCarthy, said they are "delighted" that the relocation has finally happened.
They remained concerned that no mention has been made about relocating the taxis at Sandown Road and Parklands Main Road, she said.
Another concern is that the taxis excluded from the temporary loading site at Bayside Mall would begin stacking at Sandown and Parklands Main Road or at the beachfront.
"I sincerely hope law enforcement will have a presence at all the problem venues and sort out the issues before they become a semi-permanent problem like the informal Bayside rank.
"We in Ward 4 and 23 look forward to a cleaner, prettier and better maintained entrance to our suburb."
Ward councillor, Ian Nielson, said the transport problems in the area could only be resolved through the provision of a proper, well-run public transport system.
"The Council has driven hard over the past few years to overcome the enormous obstacles in our way, including financial, logistical and the attitudes of the taxi industry.
"The implementation of the IRT still has a number of challenges, but the Council is determined to overcome them and succeed in bringing a modern, safe, reliable, public transport system to the West Coast.
"The action at Bayside is but a further step in that process."
The construction work for the IRT at Bayside will include roadways, landscaping, pedestrian and cycle facilities and an IRT station which will serve commuters from Atlantis, Mamre, Dunoon, Doornbach, Table View and the CBD.

WIT: The weather finally cooperated with my schedule and I was able to get out without an umbrella. I love remnants of an earlier time before the interstate highway system (also known as the national defense highway system) was developed. Places like this, with their bold neon signs, used to line the major U.S. highways as they passed through towns. There are only a few remaining vestiges remaining in this city, this is one of them. Very minor post processing work. Just some levels adjustments to deal with the multiple light sources.
